An Italian prof I know once complained about the punctuality of Indians. So while I agree there are lots of similarities I think we're in a league of our own.

I once attended a "brainstorming session" at Chennai where a bureaucrat from Delhi turned up 2 hours late. The guy chairing the meeting quickly cut short his apologies saying -- "Don't worry. In India nobody is ever late."
